Quirino served the Commonwealth Government as Secretary of the Interior, and Secretary of Finance. In 1937, he implemented the constitutional mandate giving suffrage to Filipino women for the first time. He served as first Dean of the College of Law of Adamson University in 1941.

In 1946, the tandem of Roxas and Quirino of the Liberal Party won in the national elections becoming the last Chief Executives of the Commonwealth, and the first of the new republic born on 4 July 1946.
